According to 6abc, the deadly crash occurred shortly before 1 a.m. Monday on I-95 southbound in the area of milepost 18 near the Stadium Complex, just north of Broad Street.
The troopers were responding to reports of a male strolling along I-95 south. Just moments before the accident, the troopers were assisting the pedestrian into the back of their cruiser, who has subsequently been identified as Reyes Rivera Oliveras, 28, of Allentown.
Webb allegedly attempted to drive past the scene at a high rate of speed, according to police. She fatally struck the two troopers and Oliveras, as well as the cruiser.
The force of the impact was so great, it propelled the troopers into I-95’s northbound lanes. Despite CPR being administered, the pair were pronounced deceased at the scene.
The state troopers were revealed as Martin F. Mack III, 33, and Branden T. Sisca, 29.
Webb faces 18 criminal charges and is currently being held without bail.
Webb was arraigned late Tuesday night and a preliminary hearing was scheduled for April 5.
